Rahm Emanuel laid out a five-point ethics crackdown for every branch of government and warned Democrats their abandonment of standards is leaving half of America’s kids unable to read at grade level.
The former White House chief of staff and Chicago mayor sat down with Fox News Digital after appearing at the 2026 Texas Tribune Festival in Austin and did not mince words about either party’s education record.
Emanuel said Democrats walked away from accountability and standards while Republicans walked away from public education itself. He wants results, and he pointed to Mississippi and Louisiana as places worth studying no matter the partisan color on the map.
He also sketched a blunt ethics overhaul he says should bind the House, the Senate, the White House, and the courts alike.
Emanuel listed the plan in plain sequence. Ban stock trading. Ban prediction-market participation. Force retirement at 75. Require a blind trust once net worth climbs “north of a million dollars.” Tighten the rules on foreign gifts, foreign investments, and foreign participation.
He made the scope clear.
"Across all three branches of government, ban all stock trading. Two, ban all participation in the prediction market. Three, when you hit the age of 75, mandatory retirement. Four, if your net worth is north of a million dollars... mandatory blind trust. Five, tighten up legally, not constitutionally, the foreign gifts and foreign investments and participation,"
Emanuel added that every item applies across the board.
"For all three branches of government," "Every one of those applies."
The goal, he said, is simple: elected officials work for the people instead of themselves. No bill text or enacted statute appears in the interview; these are his proposals, not law.
On schools, Emanuel turned the mirror on his own party first. He said Democrats made a costly mistake more than a decade ago and children are still paying for it.
"We have made mistakes as a party. In 2012, we walked away from core curriculum, and we walked away from standards and accountability,"
He did not soften the verdict.
"Our kids are paying a price for that," "That was wrong."
Abandoning the test was never the fix, he argued. Adjusting it was.
"But the answer wasn’t abandoning the test, it was making an adjustment,"
He framed the national picture in hard numbers from his own assessment: 50% of kids cannot read at grade level, math scores are worse, and science is the relative bright spot. “We don’t have a child to waste in this competition for the future,” he said.
Emanuel’s sharpest line for conservatives may be the one aimed at his own side’s refusal to copy what works. He said he does not care whether a successful model comes from a red state or a blue one. He wants to know what it is and whether it can scale.
"If you have a successful model, I don't care the political quote unquote red or blue state. I want to know what it is, and can we scale it. That's all I stand for. So, the two parties have made mistakes, learn from them,"
He specifically named Mississippi and Louisiana as records Democrats should examine. Results, not tribal branding, are the only metric he claims to care about.
"I'm interested in only one thing, results."
He still took a swing at Republicans. In his telling, the GOP has walked away from public education and pushes vouchers “with no accountability associated with them.” He accused Republicans of using funding fights as cover for opposing teachers’ unions.
"Republicans have walked away from public education. I'm saying that at 10,000 feet, there are others who support it. And Democrats have walked away from accountability and standards that our kids are falling through,"
"And to all the Republicans who say, ‘You know, it's about a different funding mechanism,’ truth is, you just oppose teachers’ unions, and therefore you're using that as a disguise,"
Even with that jab, the admission stands: the party of teachers’ unions walked away from the standards those kids need, and red-state models are posting the gains worth copying.
Emanuel has floated a possible 2028 White House run. RealClearPolitics’ average of polls, as reported in the interview coverage, does not place him among the top 10 Democratic contenders. Former Vice President Kamala Harris holds a substantial lead with roughly 25% average support among Democratic voters in that same average.
