Illegal immigrant released under Biden charged with stabbing Virginia mother, dousing her body in gasoline

A 19-year-old illegal immigrant from El Salvador, caught at the southern border in 2024 and released into the country under the Biden administration, now faces a second-degree murder charge after allegedly stabbing a Virginia mother and trying to set her body on fire.

Fairfax County Police arrested Alexis Antonio Cedillos-Campos on Wednesday in connection with the killing of Carmen Lizet Puch, a 42-year-old Reston, Virginia, resident and mother of a 3-year-old girl. Officers found Puch's body early Monday morning in the parking lot of Difficult Run Park in Great Falls, a suburb of Washington, D.C. She had been stabbed repeatedly and doused in gasoline. A jogger had called police at approximately 6:45 a.m. after finding her unconscious just off a popular trail. She was pronounced dead at the scene.

Cedillos-Campos is being held in a Prince George's County, Maryland, jail pending extradition to Fairfax County. The crime has drawn sharp responses from the White House and the Department of Homeland Security, both of which blamed the Biden administration's immigration policies for putting Cedillos-Campos on American streets in the first place.

Surveillance footage showed a calculated plan, police chief says

Fairfax County Police Chief Kevin Davis laid out the evidence at a news conference, describing a killing that bore every mark of premeditation. Davis said Cedillos-Campos and Puch had an "intimate relationship" and worked together at a nearby restaurant, which he did not name.

Davis told reporters that surveillance video from the restaurant captured the suspect preparing for the attack. As Fox News Digital reported, Davis described the footage in detail:

"We have video footage of our suspect at the restaurant where he worked with our victim arming himself with a fixed blade knife, taking a pair of black latex gloves, taking a water bottle, and then off he goes with the intent to do harm and kill the victim."

The New York Post reported that Davis called the sequence "all very premeditated." The water bottle, it turned out, was not for drinking. Cedillos-Campos had siphoned gasoline from a motorcycle and used it to attempt to set Puch's body on fire after stabbing her.

Davis did not mince words about the brutality of what happened to Puch.

"The way that she was treated by this killer was reprehensible, to say the least."

The Washington Examiner reported that Davis also said at the news conference: "We know that when our victim and our killer eventually found themselves at the park, Difficult Run Trail Park, we know that our killer stabbed our victim repeatedly and eventually doused her in gasoline and tried to set her on fire." Cedillos-Campos has reportedly confessed to the murder.

Caught at the border in April 2024, then released

A federal source told Fox News that Cedillos-Campos was allowed into the United States at El Paso, Texas, in April 2024. DHS provided a more specific account: Customs and Border Protection arrested Cedillos-Campos on or about April 15, 2024, after he illegally crossed the southern border near El Paso. He was then released into the country's interior under the Biden administration's catch-and-release policy, a practice that allowed border crossers to enter the U.S. while their cases were pending, rather than detaining them.

Roughly two years later, a mother in one of the wealthiest counties in America was dead.

DHS issued a statement to Fox News that placed responsibility squarely on the prior administration:

"Biden and [former Department of Homeland Security Secretary Alejandro] Mayorkas hand-delivered alleged killer Cedillos-Campos to the streets of Fairfax County. They recklessly unleashed millions of unvetted illegal aliens into American communities and abused the law to do so. President Trump and Secretary Markwayne Mullin are now enforcing the law, arresting illegal aliens who have no right to be in our country, and have reversed Biden's deadly catch and release policy."

White House spokeswoman Lauren Bis went further in a separate statement to Fox News:

"This brutal killing of this mother was 100% preventable. The Biden administration released this illegal alien MURDERER into our country."

Bis also said that "extreme Democrat politicians' open border policies have consequences," pointing to "murders, rapes and other violent crimes committed against Americans." Fox News Digital reached out to former President Biden for comment. No response was noted.

Spanberger dismantled Virginia's immigration enforcement on day one

The case has also intensified scrutiny of Virginia Gov. Abigail Spanberger, a Democrat who took a series of actions on her first day in office that severed the state's cooperation with federal immigration enforcement. Spanberger rescinded an executive order issued by her Republican predecessor, Gov. Glenn Youngkin, that had directed state law enforcement agencies to assist federal immigration authorities.

She went further. Spanberger ordered state and local law enforcement to terminate all 287(g) agreements with Immigration and Customs Enforcement, the voluntary partnerships that allow local officers to help identify and process illegal immigrants in their custody. She also signed an order prohibiting ICE from using any state property as a staging area, processing location, or operations base for federal civil immigration enforcement.

Fox News Digital reached out to Spanberger's office for comment. No response was noted.

DHS urged Spanberger to reverse course. The department's statement called on Virginia's governor to cooperate with ICE rather than obstruct federal enforcement.

Carmen Puch left behind a 3-year-old daughter

Puch had moved from New Jersey and was working to build a life for herself and her young daughter in the Washington, D.C., suburbs. Friends described her on a GoFundMe page created after her death. As Breitbart reported, the page read:

"Her gentle spirit, kindness, and strong work ethic made a lasting impact on everyone around her. She was soft-spoken, caring, and always looking out for others... Carmen had moved from New Jersey and was working hard to build a better life for herself and her young daughter. Above all, she was a loving mother doing everything she could for her little girl."

Her daughter, now 3 years old, is in the care of family.

Puch is not the only victim of violent crime committed by an illegal immigrant in Fairfax County in recent memory. Fox News Digital has reported on several such cases this year, including the conviction of Israel Flores Ortiz, an 18-year-old Salvadoran immigrant who entered the country illegally in 2024. Ortiz was convicted of assault and battery for groping several underage girls at Fairfax High School and received 360 days.

A pattern the policy made possible

The facts of this case trace a straight line. Cedillos-Campos crossed the border illegally. Federal agents caught him. The Biden administration released him. He settled in Northern Virginia, where the state's Democratic governor had stripped local law enforcement of the tools to cooperate with immigration authorities. And a 42-year-old mother ended up dead in a parking lot, stabbed and soaked in gasoline, while her 3-year-old daughter waited at home.

No motive has been publicly stated. Police have not explained what drove Cedillos-Campos to arm himself with a knife and gloves at the restaurant, siphon gasoline, and drive to the park where Puch would be. The charge remains second-degree murder. His legal representation has not been disclosed.

What is clear is that Cedillos-Campos should never have been in Fairfax County. He should never have been released into the American interior after being caught crossing the border illegally. Every policy choice that put him on a path from El Paso to Great Falls was a choice made by people who will never have to live with the consequences. Carmen Puch lived with them. Her daughter will grow up with them.

When officials choose ideology over enforcement, the bill always comes due, and it is never the officials who pay it.
