The White House has released declassified intelligence files showing the FBI maintained a covert counterintelligence operation that labeled evidence from its own informants about Biden family corruption as Russian disinformation, even as 14 sources fed the bureau derogatory information about the Bidens.
The operation, codenamed "Round River," launched in approximately December 2019 out of the FBI's Foreign Influence Task Force and ran through the 2020 presidential election. A group of analysts quietly assembled inside the task force's Russia unit used internal FBI systems to gather every piece of derogatory reporting that confidential human sources had filed about Joe Biden, Hunter Biden, the Ukrainian energy company Burisma Holdings, and related corruption allegations, then retroactively flagged that reporting as Russian disinformation, according to documents released by the White House Government Transparency Task Force.
The documents, which include a 2025 summary written by the Office of the Director of National Intelligence, an FBI letter from Director Kash Patel, and a spreadsheet cataloging dozens of Americans and organizations, paint a picture of an agency that possessed substantial evidence of potential Biden family wrongdoing and chose to bury it under a counterintelligence label rather than pursue it.
The DNI summary states that the Round River team amended the files of at least three confidential human sources, inserting intelligence products designed to make their long-term reporting appear fabricated. Some of that reporting dated to 2012, years before Biden became the Democratic presidential nominee.
The summary described the operation in blunt terms:
"Around December 2019, the FBI's Foreign Influence Task Force, Russia (FITF-R) unofficially formed a group of analysts who utilized internal systems to gather any/all derogatory information previously reported by confidential human sources (CHSs) on Joseph Biden corruption and other Ukraine-related topics (known as the Ukraine narrative) including Burisma, Hunter Biden, Mykola Zlochevsky, Ukraine interference in 2016 US presidential election to red flag the reporting as Russian disinformation."
The word "unofficially" stands out. This was not a formally authorized investigation opened through normal FBI channels. It was a self-assembled group of analysts inside the task force who took it upon themselves to gather and discredit reporting that reflected poorly on the man who would become the Democratic Party's presidential nominee.
And the team did not bother to verify whether any of the informant allegations were true or false before stamping them as disinformation. The DNI summary states plainly: "The Round River team did not corroborate any of the allegations of the 'Ukraine narrative.'"
Instead, the analysts drafted intelligence products and added them directly to each informant's file, creating a paper trail that made it appear the reporting had been officially assessed as Russian propaganda. The team also reached back through years of prior intelligence, reviewing reporting as far back as 2012 and retroactively applying the disinformation label.
The DNI summary includes detailed accounts from three of the confidential human sources whose files were altered. Their reporting, gathered over years, described a web of corruption surrounding Burisma, its owner Mykola Zlochevsky, and the Biden family.
One source, identified only as CHS #1, had been reporting since 2015, the year after Burisma hired Hunter Biden to its board while Joe Biden served as vice president. That source relayed information from a Russian intelligence officer who described Zlochevsky's relationship with Hunter Biden in stark terms:
"CHS knows a Russian Intelligence Officer (JO) who told the CHS that Mykola Zlochevsky [...] is using his relationship with Hunter Biden to get closer to the Americans. The IO referred to the relationship between Zlochevsky and Biden as a long-term operation/long penetration."
A second source, CHS #2, who reported between 2017 and 2022, described an even more elaborate scheme. That informant alleged Zlochevsky paid Ukrainian President Poroshenko $100 million to shut down an INTERPOL investigation, and that two CIA officers personally escorted Zlochevsky into the office of Ukraine's prosecutor general, Yuriy Lutsenko, telling him Zlochevsky was "protected by the U.S." and urging him to drop the investigation.
CHS #2 also described Burisma's corporate structure as a corruption vehicle:
"Burisma Holdings owns thirteen companies, which are used to pay dividends on investments through fake consulting contracts. The contracts are paid to US investors and funneled through Latvia and the energy sector of Ukraine. Joe Biden and his son, Hunter Biden, have money invested into Burisma. Their investment was passed through a shelf company in Latvia."
A third source, CHS #3, who had worked on and off for the government since 2008, reported in October 2019, right as the Democratic-controlled House was impeaching President Trump, that Hunter Biden had personally consulted the source before deciding to join Burisma's board.
None of these allegations were investigated by the Round River team. They were cataloged and discredited.
Among the declassified documents is a spreadsheet listing more than six dozen organizations, Americans, and foreigners connected to the Biden-Ukraine story and the 2019 Trump impeachment proceedings. The document divided them into two categories: "targets" of Russian disinformation and "conduits" who allegedly spread it.
The sorting followed a conspicuous pattern. Democrats landed in the "target" column, people supposedly victimized by Russian propaganda. Republicans and conservative media landed in the "conduit" column, people supposedly carrying it.
Listed as "targets": Joe Biden, Hillary Clinton, John Kerry, Barack Obama, and George Soros. Listed as "conduits": Fox News, One America News, filmmaker Michael Caputo, Trump lawyer Rudy Giuliani, Attorney General Bill Barr, Secretary of State Mike Pompeo, and Republican Senators Chuck Grassley, Ron Johnson, and Lindsey Graham. House GOP committee chairmen Devin Nunes and Jim Jordan also appeared in the conduit column, as did journalist John Solomon.
The FBI's Foreign Influence Task Force signed off on every designation with a "no objection" concurrence. Many of the Americans identified as conduits were flagged as potential candidates for "defensive briefings", meetings in which FBI officials would warn them they were being used by Russian intelligence.
Senators Grassley and Johnson have raised concerns for years that the FBI used a 2020 defensive briefing as a tool to thwart their congressional investigation into Burisma and Biden family corruption allegations, rather than as a genuine national security warning.
The documents indicate Rudy Giuliani was the initial focus of the Round River operation. His efforts to investigate Hunter Biden's and Joe Biden's activities in Ukraine drew the attention of the task force analysts, who treated his inquiries not as legitimate legal work but as a potential vector for Russian influence.
Attorney General Barr, himself labeled a "conduit" in the spreadsheet, had named a U.S. attorney to investigate the Burisma allegations. The Round River operation, run out of FBI headquarters, directed the FBI's Pittsburgh field office, which was located near that U.S. attorney. The task force treated even the attorney general's own investigation as a potential disinformation threat.
That detail captures the scope of what the FITF was doing. The nation's top law enforcement officer opened an investigation into credible corruption allegations. The FBI's own task force responded by treating that investigation as something to neutralize.
FBI Director Kash Patel, in a letter to the White House Government Transparency Task Force released alongside the other documents, confirmed he has terminated the Foreign Influence Task Force and placed its activities under investigation.
Patel wrote that the bureau's internal review is still ongoing, but flagged a central concern:
"While our internal review of the FITF is not yet complete, we are investigating whether the FITF used information learned from the Round River assessment to undermine or influence ongoing investigations by only focusing on the subset of CHS's (Confidential Human Sources) involving the Bidens."
He also raised questions about whether the defensive briefings given to Congress were designed to advance a narrative rather than protect national security:
"We remain concerned that defensive briefings to Congress may have been overly focused on just Biden and Ukraine rather than the balanced picture of all foreign threats."
Patel said the bureau is "firmly committed to identifying, investigating and holding accountable all abuses" that occurred during the Round River operation and to ensuring "that future counterintelligence operations remain focused exclusively on legitimate foreign threats and are never used to advance political narratives."
Round River was not the only covert FBI operation targeting the political opponents of the Democratic establishment during this period. Just the News first reported on the existence of the Round River probe in March and identified it as one of four codenamed FBI probes directed at President Trump and his supporters.
Earlier in August 2026, the White House released documents on another operation, codenamed "Oxferd Comma," which was launched in 2017. That probe investigated whether the newly elected president was acting as a Russian asset when he fired FBI Director James Comey. Before Round River and Oxferd Comma, there was Crossfire Hurricane, the FBI's sprawling investigation into alleged Trump-Russia collusion that consumed years of public attention and government resources.
The Biden corruption allegations, meanwhile, accumulated supporting evidence from multiple directions. Hunter Biden was eventually convicted of tax and gun crimes, though his father pardoned him before leaving office. Two IRS whistleblowers came forward to Congress beginning in 2023 with evidence that Hunter Biden had committed crimes. Some former Biden business partners also cooperated with congressional investigators.
The House Oversight Committee conducted an impeachment probe that concluded in August 2024 that Joe Biden engaged in impeachable conduct. The committee cited meetings between Biden and his son's Ukrainian business partners and argued Biden "actively participated" in an influence-peddling conspiracy involving millions of dollars from foreign interests.
And throughout all of it, the FBI sat on reporting from 14 informants, sources the bureau itself had cultivated and maintained, whose information pointed toward the same conclusion. Rather than follow that evidence, the Foreign Influence Task Force built a bureaucratic apparatus to make it disappear.
John Solomon, the co-author of the article that broke the story, was himself named in the declassified spreadsheet as a potential "conduit" of Russian disinformation. Solomon also serves as chairman of the White House Government Transparency Task Force, the body that released the documents, in an unpaid capacity as a special government employee. He is currently on leave from his role as editor-in-chief of Just the News. The publication disclosed these connections in an editor's note accompanying the report.
The fact that the FBI labeled a journalist investigating Biden corruption as a Russian disinformation conduit, while simultaneously possessing informant reporting that supported the substance of that journalism, illustrates the circular logic at the heart of Round River. Anyone who pursued the story became, by the task force's definition, part of the problem.
Several open questions remain. The FBI's internal review is incomplete. The identities of the analysts who formed the Round River group have not been publicly disclosed. No one has been charged. And the full scope of how the altered informant files may have affected other investigations, including the U.S. attorney's probe directed by Barr, remains unclear.
When a law enforcement agency possesses evidence of potential corruption by a powerful political figure and responds by discrediting its own sources, it is no longer protecting the country from foreign threats. It is protecting the powerful from accountability.
